System actions to integrate labor and training policies at the local level

With the FOCUS Project, SFC, with the decisive support of the territorial associations in Southern Italy, has promoted a new tool to enhance the competitiveness of local production systems, focusing on the integration of active labor and training policies: the Local Training Pact.

This innovative approach is based on negotiated cooperation for the management of territorial training programs. It's an effective "bottom-up" model for connecting the worlds of education and employment. Through this approach, regions were given the opportunity to fund training projects only when there was a real professional demand expressed by the local community and businesses.

At the local level, the project actively engaged stakeholders in various regions in a phase of research and socio-economic analysis to understand local professional and training needs, as well as the need for integration between development policies and active labor and training policies. Following these analyses, the project's task force worked alongside local authorities and social partners in a negotiation process that led to the activation of Pacts and the funding of significant customized training programs tailored to the local reality.

At the central level, the project resulted in:

  1. A Memorandum of Understanding between the Ministry of Economic Development and the Ministry of Labor, signed in 2008 by Minister Bersani and Minister Damiano, aimed at coordinating the financial resources of both ministries for training and innovation.
  2. A Dossier on training needs within the Projects of Industrial Innovation in Southern Italy, designed to understand the training needs required to support innovation in our southern companies.
  3. A Strategic Dashboard for central administrations and regional Managing Authorities, aimed at monitoring the impact and effectiveness of training interventions funded by the European Social Fund (FSE).

Thanks to the excellent results and the remarkable response from the recipient regions, the FOCUS Project is considered a true national best practice that has allowed businesses to identify their real growth, development, and innovation needs. It has also supported and guided development and training policies delivered by our central and regional administrations.
