The F.A.R.O. Project, funded by the Region of Sicily, as part of the Regional Operational Program 2007/2013 of the European Social Fund, Convergence Objective, Axis I Adaptability, is dedicated to the experimentation and establishment of a system for identifying the training needs of a wide range of the population, whether employed or unemployed. This initiative aims to make the strategic and operational directions of regional training offerings more consistent and correlated with the needs of the economic and productive fabric.

Launched in 2011, the project spans three years and has multiple objectives, including:

• Obtaining a comprehensive understanding of the regional training offerings.
• Acquiring data to evaluate the effectiveness of the training offerings and their alignment with real needs, orienting training program planning, analyzing the dynamics of regional supply and demand for training, assessing the satisfaction of employed, unemployed, and businesses, and evaluating the impact of training on career paths.
• Conducting an analysis of experiences in defining training plans and developing innovative training paths in some Italian regions and EU countries.
• Identifying the most in-demand professional profiles in the productive sector, the corresponding professional profiles, and the knowledge and skills associated with them, integrating human capital qualification and requalification processes with technological and organizational innovation.
• Ensuring the sharing and transfer of methodologies for assessing training needs, designing and implementing interventions, and providing tools and knowledge to enhance the qualifications of regional/provincial administration personnel and personnel from economic and social partners.
• Operationally implementing an "experimental prototype" of a regional training observatory.
• Communicating the project and opening online channels for information and communication.
