Started in 2020, the European project GREENER has developed several useful tools for SMEs to help them navigate the broad scenario of Green Public Procurement, and the newsletter published in July 2022 provides an overview of the state of the art.
The research conducted by the Scuola Superiore Sant'Anna in Pisa, the project's scientific partner, highlights how the topic of Green Public Procurement is still largely unknown and certainly underestimated especially by European SMEs, despite the potential and the need to update the administrative profiles of companies on this important strand of public financing. The interviews and surveys conducted with SMEs and public authorities in each country revealed the different speeds at which SMEs prepare to comply with the minimum environmental criteria (CAM) among the 5 participating countries. From the most virtuous large Italian companies, with good performance in conceiving the impacts of Green Public Procurement not only on the product/service directly offered, but also on the supply chain, on the product/service conception (ecodesign), to the situation in Bulgaria where both the public administration and the supply side are still in a phase of preparation to face this important innovation.
The participation in the project of VET Providers and business representatives, such as SFC Sistemi Formativi Confindustria for Italy and CETEM for Spain, together with the lead partner Cleantech Bulgaria, allowed the technical contents of the GREENER training modules to be developed following a certain pragmatism in the selection and the development of the contents available on the project website. The teaching material was selected taking into account the results of interviews, so as to make the course stimulating both for SMEs that already have experience with CPP/GPP, but also for those with no knowledge on the subject.
SFC Sistemi Formativi Confindustria together with the Scuola Superiore Sant'Anna of Pisa is engaged in the realisation of a second workshop planned for September 2022 to share with the Advisory Board the results of the training experimentation, realised in July 2022. The Advisory Board includes Green Public Procurement experts, designers and coordinators of training projects, entrepreneurs and business representatives, as well as Public Administration Executives and Officials directly and indirectly involved in the drafting and management of Green Public Procurement.
Participating as a stakeholder in the next workshop gives GREENER the opportunity to expand its network and consolidate its position with respect to Green Public Procurement, thanks also to the possibility of interacting directly with the Public Administration, as in the case of the Policy Co-creation Workshop organised by the European Association of Development Agencies (EURADA) with which GREENER is working, and to establish synergies with other European design networks, as in the case of the INGENIOUS project on the topic of industrial symbiosis, thus enabling complementarity and mutual benefits.
