The Greener Toolbox aims to gather tools and resources to support the participation of Small and Medium Enterprises (SMEs) in green and circular public procurement (GPP/CPP)
Small and Medium Enterprises (SMEs) play a crucial role in the transition to a sustainable economy. Their widespread presence in various production sectors across Europe, as well as their interconnection in more or less vertical or transversal supply chains, makes them a key entity that requires specific attention to build the capacity for implementing circular economy criteria.
Considering that Green Public Procurement (GPP), which involves public administration purchases made in compliance with environmental criteria for products and processes, is a fundamental tool for the EU to achieve its goal of becoming carbon-neutral by 2050, it is evident that involving SMEs in GPP participation is crucial for addressing environmental challenges.
With this awareness, a highly flexible tool has been developed that compiles the main barriers and incentives for SMEs to participate in Green Public Procurement. The Greener Toolbox provides a description of barriers and general drivers applicable to various contexts, as well as those specific to the different countries participating in the GREENER project: Italy, Belgium, Bulgaria, and Spain, from which data and evidence on the topic were collected.
The Greener Toolbox is structured into multiple sections:

The first section provides a series of recommendations for local authorities, Chambers of Commerce, and employer associations to support SME engagement in the Green Public Procurement market. These guidelines are enriched by an overview of the results of workshops held in the project's partner countries on how to involve SMEs in Green Public Procurement.

The second section is dedicated to guiding training institutions on how to develop a program for administrative professionals, quality experts, and SME managers looking to participate in Green Public Procurement. It outlines what is essential to know, where to find open educational resources (OER), which are reusable training materials, and how to enhance the capacity to operate in the highly competitive Green Public Procurement sector.
