Argentine Business Delegation at Confindustria: New Perspectives on Collaboration in Technical and Automotive Training

On May 28, at the headquarters of SFC Sistemi Formativi Confindustria in Rome, a bilateral meeting was held between Italy and Argentina on Technical and Managerial Training. The event followed SFC's mission within the framework of the "Industrias Argentina Sustentables" initiative, led by UIA (Argentine Industrial Union) and co-funded by the European program AL INVEST VERDE.
Some of the common challenges facing the training systems of both countries include the lack of technical skills to meet the professional needs of businesses.
Vicente Donato, Director of the Fundación Observatorio PyME, presented Argentina's productive excellences, including the wood and metalworking sectors of Virasoro and Mendoza. These sectors are receiving investments from European multinationals, which require increasingly qualified personnel and production systems that meet quality and sustainability criteria. However, in Argentina, 79% of SMEs report difficulties in finding qualified technicians, a gap that is driving the country to explore dual training models of international excellence, such as the Italian ITS and other models of excellence that can be replicated at the local level, promoting greater integration between the productive world and professional technical training.
During the meeting, Italian excellences in the field of training were presented:
The Interprofessional Funds system, illustrated by Massimo Sabatini, General Director of Fondirigenti, plays a fundamental role in managerial and technical training throughout working life and contributes to defining a complex, articulated professional training system. The presentation of the mechanism of allocating 0.30% of the INPS contribution, due by the company for each worker, to the company account, was met with approval by the Argentine delegation, which sees this mechanism as a source of corporate social responsibility.
Sabrina De Santis, Director of the Education Department of Federmeccanica, presented a further example of corporate co-responsibility for professional training. MetApprendo is the digital platform for continuous training that supports Italian companies and workers in constantly updating their skills, contributing to improving the competitiveness of the Italian industrial system. Born in 2021 after the signing of the National Collective Labor Agreement for the Metalworking and Plant Installation Industry, MetApprendo is the first portal dedicated to continuous training for companies and workers in Italy. Thanks to the collaboration between the social partners Federmeccanica, ASSISTAL, Fim, Fiom, and Uilm, MetApprendo has offered an innovative and accessible platform for high-quality training, significantly improving workers' skills and companies' competitiveness. This project has represented a unique innovation in the national and European landscape, effectively supporting companies in organizing and implementing continuous training.
In outlining best practices for dual training, SFC Sistemi Formativi Confindustria presented ongoing initiatives, carried out under the Erasmus+ program. Among these, the 3LoE project represents a virtuous example of a Training Excellence Center, with a strong focus on green skills and their application in different professional contexts. The 3LoE project aims to define and articulate the skills required by the ecological transition, fostering the meeting between professional training and the labor market. The sharing of innovative methodologies and pedagogical approaches, together with the comparison with dual training systems and applied research, makes 3LoE a replicable model in different educational contexts. In particular, the project has been indicated as an example of excellence transferable to Argentina, where international cooperation could help bridge the gap between the educational system and the needs of the productive sector.
The Erasmus+ Blueprint of the Automotive and Electric Mobility sector "TRIREME - Digital & Green Skills Towards Future of the Mobility Ecosystem" is focused on the development of the mobility-transport-automotive ecosystem, one of the sectors most subject to radical changes based on the European transition towards a green and digital economy. Considering the supply chain in its breadth and interconnection, from the automotive value chain to the IT sector, to new energy vectors in transport, as well as new applications related to services, logistics, interconnectivity, or connected and automated vehicles, TRIREME stands as a model for sectoral collaboration in skills. In particular, the following will be developed:

skills and strategic recommendations on how to promote reskilling and upskilling in the automotive and mobility sector
trends in the automotive and mobility sector - digitization, sustainability, climate goals, circular economy, resilience of value chains, and new business models
flexibility of education systems - how to deliver, what are the trends, formats, and how to collaborate in education with the national and European ecosystem, also promoting micro-learning, micro-credentials.

The invitation to UIA was to explore the pan-European Automotive-Mobility Academy that will be created by TRIREME, aimed at delivering "the right training where it is needed."
The meeting highlighted the importance of technical and managerial training as a strategic lever to improve business competitiveness and youth employability, and relaunched international collaboration and the sharing of best practices to foster the growth of an integrated educational and productive ecosystem. Cooperation between Italy and Argentina, through projects of this type, represents an opportunity to promote sustainable and competitive development on a global scale.
