WEBINAR "COVID-19 STATE AID. FROM THE TEMPORARY FRAMEWORK TO THE REVENUE AGENCY SELF-DECLARATION".

The economic crisis caused by the Covid-19 pandemic has imposed a massive recourse to public support for companies' activities. The European Commission has made available to EU Member States the 'Temporary Framework for State aid measures to support the economy in the current Covid-19 emergency', which has been the regulatory basis for almost all aid provided to businesses since 2020. By the next 30 June, all companies that have received such aid will have to submit a self-declaration to the Agenzia delle Entrate in order to verify their actual compliance with the limits and conditions imposed by the aforementioned Temporary Framework. In order to accompany companies in the fine-tuning of this fulfilment, we have decided to organise five webinars dedicated to the subject.

WEBINAR "BUDGET LAW 2022. THE MAIN TAX MEASURES FOR BUSINESSES"

The appointment with companies and managers is renewed for the review of the main innovations brought about by the Budget Manoeuvre for 2022. The webinar - which is part of the "Legislative Monitor" project - will provide an opportunity for an analysis of the main tax measures of interest to businesses contained in the so-called DL Fiscale (Decree-Law no. 146/2021, converted with amendments by Law no. 215/2021, containing 'Urgent measures on economic and fiscal matters, to protect labour and for undeferrable needs') and in the Budget Law 2022 (Law no. 234 of 30 December 2021, State Budget for the financial year 2022 and multi-year budget for the three-year period 2022-2024). During the event, space will also be given to discuss the main operational aspects and interpretative doubts of these provisions.

WEBINAR 'GOOD PRACTICES FOR RECOVERY. THE ANTENNAS PROJECT"

The Antenna Project was launched by Piccola Industria Confindustria in June 2020, with the objectives of launching a monitoring activity of the recovery phase and intercepting criticalities and good practices implemented in the territories, in relation to issues of particular interest and relevance. The monitoring activity is carried out mainly through Instant Surveys, short surveys reserved for member companies. The fourth survey, carried out in spring 2021, was dedicated to the topic of Training. Amidst lights and shadows, a great desire emerged on the part of the more than 1,300 SMEs interviewed to put it increasingly at the centre of their strategies. For this reason, Piccola Industria Confindustria - together with 4.Manager and the Labour, Welfare and Human Capital and European Affairs Areas of Confindustria - has decided to devote a series of webinars to an in-depth study of some of the issues that emerged from the survey. The aim of the meetings, planned by geographical macro-areas, is to provide operational tools and concrete solutions to strengthen skills and training within all enterprises.

Law no. 178 of 30 December 2020 on the "State budget for the financial year 2021 and multi-year budget for the three-year period 2021-2023" ("Budget Law 2021") introduces a series of measures to support the economy, also with a view to contain the negative effects of the COVID-19 epidemic emergency. The wide range of measures concerns healthcare, labour, support for businesses and households, investments, and the South. Of particular interest for businesses is a series of fiscal measures ranging from incentives for research and innovation to interventions on employee income, from simplifications in the area of VAT to measures for business combinations, and also from aid to specific areas of the country to international taxation regulations.

SEMINARS 'BUSINESS CRISIS. LIGHTS AND SHADOWS OF THE BANKRUPTCY REFORM'

With the publication of the Business Crisis and Insolvency Code (Legislative Decree no. 14/2019), last February saw the conclusion of the so-called Bankruptcy Reform, aimed at rationalising and modernising a disorganised and dated regulatory framework, and ensuring a better balance between the values of the continuity of companies in crisis, as well as the protection of creditors and competitive market assets. Among the most significant innovations: the introduction of the procedures for alert and assisted crisis settlement; the enhancement of the arrangement with creditors in terms of business continuity; the renewed judicial liquidation; the extension of the cases of compulsory appointment of supervisory bodies in S.r.l. (limited liability companies); the coordination between bankruptcy regulations and those on public contracts.

SEMINARS 'THE REFORM OF THE GUARANTEE FUND FOR SME'S

The last 15th March saw the entry into force of the reform of the Guarantee Fund for SMEs. The reform, which was initiated after a long process, was designed with the aim of further improving the efficiency of the Fund, extending the number of SMEs benefiting from the public guarantee and strengthening coverage in favour of SMEs with greater difficulties in accessing credit. In particular, a new rating-based evaluation model for beneficiary enterprises was introduced, allowing the Fund to directly calculate the probability of default of the enterprises themselves. Based on the new rules, all SMEs will be able to access the Fund automatically, provided they fall within the eligible rating classes.

SEMINARS 'THE NEW PARADIGM OF ITALIAN ELECTRICITY IN THE LIGHT OF THE CLEAN ENERGY PACKAGE'

Europe is undergoing a structural change in its energy system, both on a technological level and on an economic and organisational level of the institutional set-up of the markets. The ability to efficiently manage this transition will be of central importance for the competitiveness of the European economic system and, in particular, its industrial sectors. The in-depth study will be functional to understanding the implicit effects inherent in the transposition of the new Directives and Regulations envisaged by the Clean Energy Package, but it will also be constructive in discovering the new configurations that can be expected. Renewable generation, efficient consumption and ancillary services will become inextricably linked in the gradual empowerment of the final customer within the electricity market: a real business prospect for the system's aggregators.

ELECTRONIC INVOICING

As of 1 January 2019, the new electronic invoicing obligation between private parties came into force; for fuel sales and services rendered in the context of public procurement, the obligation was brought forward to 1 July 2018. These regulatory changes have a huge impact on businesses, which have had to make significant investments to adapt their IT systems and review their procedures for managing the active and passive invoicing cycle. During the seminars, the technical rules for issuing and receiving electronic invoices through the use of the Interchange System were examined, also in the light of the provisions set out in the Executive Order of 30 April 2018 and Circular No. 8/E issued by the Revenue Agency on the same date.

THE NEW DATA PROTECTION REGULATIONS AND THE IMPACT ON BUSINESSES

The Monitor's first activities were dedicated to the new General Data Protection Regulation (GDPR): the regulation that, which finally came into force on 25 May 2018, entails a surplus of controls, protocols and procedures for companies to ensure the proper protection of the data of internal and external stakeholders.
